Ford 2002 Focus wagon the back licence plate light and rear high mounted brake lights are not working bulbs fuse appear okay?

The fuses are pretty straightforward and it's pretty clear when one has blown. The bulbs are a different matter. The tiny filaments will sometimes fool even the sharpest eyed person. I would replace them first. If that doesn't fix it, then I would suspect the wiring where it passes from the body into the liftgate itself and is subject to constant flexing. Good luck.
