There is no fan belt on a 1999 ZX2; it has an electric cooling fan. Your question is not worded in question format. We need to know which belt you are talking about (serpentine or timing) and what your question is.

Go and ask a friendly machanic or some that works for Ford car sales would put you on to someone who could tell you.
Bad thermostate Bad water pump belt slipping Could also be due to a bad radiator fan motor or relay.

No. They are different part numbers.
It is in the passenger compartment fuse box on the drivers side of the car under the dash. It is marked BLOWER and is a 30 amp fuse.
remove the old belt and remove your trouser's belt off and put into the fan
find the power wire at the fan if theres power to it then the fan is bad
theres not any fan belt theres a electric motor
The radiator may need to be rodded out. The thermostat could be stuck shut. The sensor for the radiator fan may be bad. The radiator fan itself could be bad.
