No. The Expedition is much larger.
In my Ford Explorer , the glove compartment is in the dash , in front of the right front passenger , and has a door that can be opened

According to the 2003 Ford Expedition Owner Guide : The passenger compartment fuse panel / power distribution box is located in the front passenger footwell , in front of the front door , behind a flip out cover ( so the power distribution box is not in the engine compartment on a 2003 Ford Expedition )
In a 2000 Ford Expedition it is in the right front passenger footwell , by the kick panel
If there is no obvious damage to the wiring, it is probably the electric motor inside the door. This is a very simple fix on the Explorer so I imagine it is also on the Expedition.
