In order to get A# (alien registration number) for H4, you have to apply for adjustment status (filing I-485). You have to file I-140 form together with I-485 form. However, if someone has applied separately I-140 form, I-140 needs to be approved before filing I-485. This is the only way I know about getting alien number (A#) for H4 visa holders.
