Yes you can format a single partition. It is totally safe too and won't affect other partitions. You have to select the particular partition and click the Format button. It requires mostly 4-5 clicks in most computers.

You need a program like partition magic, it will format and merge the partition. If you want to reinstall your operating system, you can format all of the partitions into one before installing the system.
AFter you reach the partition zone during formating you press ESC to return partition
If you format the partition where windows files are located, you will loose all data on the partition.
