In the UK the Number plate currently has the following format LETTER LETTER NUMBER NUMBER
The first letter refer to the geographic location the number plate was issued in, with an attempt to get it to relate to the area. The first letter O (as used in the example above) is issued in Oxfordshire, while S is issued in Scotland.
The second letter devides the area up in an apparently random fashion, OE being used in Abingdon and the surrounding area.
This is noticeable, as if you look at number plates it's easy to see most in an area will start with the same letter and many will have the same first two, with the proportions getting lower as the vehicles get older (they have been re-sold more times, and moved "out of area".)
The two numbers refer to the year the number was issued.
The second number is the DVLA (Driver and Vehicle Licensing Authority) year, so 02 and 52 were both issued in DVLA year 2002, with 02 being the first 6 months, and 52 being the second six months.
It is made slightly confusing as the DVLA year does not coincide with the calender year.
2002 for the DVLA ran from the 1st of March to the 31st of August 2002 with 02, and ran from September the 1st to 28th February 2003 with 52. (So in fact some 2002 number plates were actually issued in 2003!)
In the future, the first number will change from 0 and 5 to 1 and 6, then 2 & 7, so a plate OE71 JUK would be 2021.
The last three letters are random.
The format give rise to a number of words, such as BR10 NEY which is a girls name, ON10 NEY, as in "relating to, or like an onion" etc.

Most generally the numbers in a license plate refer to the issuing jurisdiction. Most states use a series of symbols, numbers and letters. Others use a county coding system that includes the expiration in the plate number.
That will depend on the stamp and the country it is from. Sometimes it is the engraver's name. It could be a plate number. It might even be the name of the printing company.
