In Arizona, the center lane can be used for turning. It is important to be aware that people can move into the center lane in either direction.
On a two lane road with a center lane, the center lane is used for left turns going either direction. If on a 4 lane road with a center divider then the left lane is where you should be, unless there is a left turn pocket at the intersection. If on a two lane road with no center lane then you execute the left turn from the forward travel lane that you are in. In all cases be certain to use your turn indicators to let those following you know of your intentions.

You can, but you shouldn't. Passing on the right is dangerous, and should be avoided, as it causes problems with cars merging into what should be a slower lane, while you are going faster than the normal traffic in that lane. If you wish to pass a car that is in the center lane, go on their left. If the car in the left lane is going slow, wait for them to merge to the right.

Generally the lane closest to the center divider. Lanes are numbered from the left most lane on the side of the road you are on. Such as number one lane, the left most lane , is generally considered the fast lane.
Any turn going left from any of the right lanes is an illegal turn. However, if you signal into any of the two left lanes (assuming the white lines are dashed and not solid), you can make a legal left turn from any of the two left turn lanes. Treat it like a four-laned intersection without the street lights and without a lane going straight. You must turn into your lane accordingly.

The offense "crossing left of center" means you drifted or drove in the opposing lane. Both front and rear tires of your car cannot touch or cross the center. You cannot encroach on the other lane.
