That will be the fuel pump relay stuck on or shorted. Difficult to advise on location as no vehicle stated but normally housed under the hood (bonnet) on one of the inner fenders (wings) or firewall (bulkhead). Renault have a habit of sticking theirs low down behind the headlights where they pick up all the crud.

Depends on the model. 1500 fuel pump or ignistion switch. If it wont start at all expect the fuel pump. If it is intermittant expect the switch.

Assuming you have spark, when you turn the ignition key on do you hear the fuel pump run for a couple seconds? If not check the fuses, fuel pump relay and wiring. If you do hear the pump run check the fuel pump pressure, it may have a fuel pressure regulator problem.
