you have a wiring short somewhere. try running a new cable from the sender to the gauge

The 1995 Cadillac Eldorado does not use a timing belt. The cams a driven with a metal chain and all other timing aspects are handled either mechanically or electronically. You just saved yourself many dollars at the dealership.
Either your fuel is burning too rich or you have an idle censor out. new idle censor's are not expensive
If the glove box will not stay shut, look at the lock mechanism, the hinge and the latch. If either of these is bent, broken or loose, replace it. These are the most common causes.

I assume it is grounding through the steering column-- You could either replace the wiring through the column--make sure isolator is in place and not damaged allowing wire to ground and sound horn--or an easier solution would be to put an auxillary horn button on dash or floor.
Check the fuse for your tail lights, usually when all of your lights in your instrument cluster are out, it usually meas that either your tail light fuse, or possibly both tail lights are burned out. this is a "safety" feature built into most cars to alert you that there is a problem with your tail lights.
You likely have either bad contact in the circuit or bad ground. To fix this you would need a manual that has decent circuit diagrams. Factory service manuals are best (check eBay), they tell you all the wire colors and component locations. Haynes manuals are second best, as their diagrams are simplified, but they are cheaper. They are sold at auto parts stores. You can also check the local library and see if you can photocopy the diagrams you need from a book there.
