"DVD-ROM" stands for "Digital-Video-Disk Read-Only-Memory." DVDs have been, from the start, meant to store video. Their data is stored and read digitally, thus the Digital video disk part. Both DVDs and and CDs are called ROM storage devices because information cannot be written to them without a CD/DVD burner (As opposed to storage devices like flash drives and Hard drives, where every time you save a file you write information on to their data storage bank). Thus they are defined as "Read Only."
