Under the dash and directly above the left foot rest.
If you are looking into the engine bay from the driver side fender it is the silver thing to the right of the fuse box.
clogged fuel filter causing back pressure on the pump making it draw too much amperage.
it is located behind the ash tray just up from the gear stick. the ash tray pulls out and the fusebox is just behind it.
check the fuses and change the fuel pump relay first in the fuse box behind the front ash tray goggle Volvo relays to see it. and fuel cleaner in the fuel tank.
It did on mine. When I went to check the pump, the fuse was blown. Replaced it and found that the pump was also bad.
I have owned Chevy Volvo and Honda and all use a fuse to allow power to the lighter. Are you sure the wire has not been disconected from the back of the lighter?

I have a 92 940 turbo as well My fuses are located behind the ashtray. If you lift up under neath the ashtray it should pop out and on the back it will tell which fuse it is I want to say 23? but I am not sure as I am not near my car.
You are stupid if you put a 30W fuse where it expects a 15W. The meaning of the fuse is to protect the equipment in the network. If the fuse is not the weakest link any longer something else must collapse in case their is a highvoltage peak, a shortcut in the circuit or something else.
