The same thing happened to mine with the blower motor. The blower motor is run by 3 resistors and a relay. the first 3 speeds are controlled by the resistors and then when it gets switched to high the relay is energized and it puts full power to the blower motor. The problem is that the relay is stuck in the on position. When it finally does "burn out" you will no longer have the high speed on the blower. The relay and resistor unit is located on the heater box just under the blower motor under the hood. To get at it you have to take out the washer fluid and antifreeze reservoir. It is best to do this with the reservoirs empty. The new assembly is about $70. It is a pain to put in as you may have to cut a new sized hole in the heater box. A template comes with the new unit.
As for shifting. Your foot must be on the brake. If you are parked on a hill it can also jam you in park. If you are on a hill try shoving the vehicle up the hill a bit and getting it out of park. Not sure if this is your problem or not.
Many are in the air duct near the blower motor.
There's a safety interlock controlled by ign. key on and brake pedal depressed; you should hear the solenoid click near the gearshift. If not, you'll need to trace loss of power. Start w/ fuses. Blower motor speed control for all speeds other than high, are controlled by a blower resistor, usually located in the ductwork near the blower. They will eventually burn out, requiring replacement. See item #4.
i have found this problem to be caused by the ignition switch that is mounted on top of the stering colum under the dash. if you have ABS, the ABS light will stay on and the trans will not shift.

If it's on a 97-01 Ford Expedition you need to unplug the factory harness from the shift motor and then unbolt the shift motor from the transmission. I've also included a great how to video link that will show you how to accomplish all of this.

Neutral shift describes the phenomenon that happens when an AC motor drive shifts the neutral point of the motor. This is important because it can significantly interfere with the motor's ability to function if proper precautions aren't taken care of.
Shift interlock. Push the brake and shift into gear and if it is cold out you may have to push hard on the button on the shifter while holding the brake.
Same problem on my 1998 GMC Safari in 2003. I had the valve body in the transmission updated at a transmission shop. $368.88 and the problem has been fixed for the last 4 years.
