In the years following World War I, Germany was harshly treated by the victorious Allied powers via the Treaty of Versailles that formally ended the war. Per this treaty, portions of Germany's eastern and western borders were occupied by allied forces or handed over to other nations. At the same time, Germany's military force was severely reduced, with no airplanes and no tanks of any kind allowed. These punishments were a primary cause of the resentment that built up in Germany and that led to the outbreak of World War II.

Yes, following the Treaty of Versailles that ended World War 1, land was taken from Germany and given to France, and the German military was virtually disbanded. The German Army was greatly reduced in numbers, and the German Navy scuttled most of it's combat ships (The Grand Scuttle) rather than surrender them to the Allied nations.
