Because, global warming is making the oceans warmer, all across the globe. Thus large masses of land ice are melting, causing sea level to rise.

Warmer water is also less dense than cold water, so it will increase sea levels just by being warmer.

Floating ice and icebergs won't raise sea levels, as they are already in the water.

Polar caps are closer to the center of rotation of the Earth, but when they melt, they move towards the equator... raising sea levels and slowing the Earth further.
