The original phrase is from ancient Greece, attributed to one of Aesop's fables, 'Hercules and the Wagoner', Some attribute the saying to Benjamin Franklin and some to the English man Algernon Sidney. However, the Greek explanation remains favourite.

The real answer is Benjamin Franklin, in Poor Richard's Almanac. The writer of the previous answer was having a bit of fun with us. There is no book of Hezekiah in the Bible. However, Hezekiah was a well known king in the Bible.

No it absolutely does not. This idea is actually totally against the Gospel of Jesus Christ/Scriptures as a whole.
The Gospel says that we are in death and God alone gives us life, He alone rescues us (Colossians 1:13), and He alone is our strength. Over and over the scriptures say that we have no strength to do what is good and that our strength only comes from God. God helps those who call on His name; those who see that they are creatures of destruction and wrath. He saves those who humble themselves before Him and cry out to Him for salvation and deliverance.
