Suppose like all cars they run better when up to temperature. I drive an Mercedes, exactly the same warning of slow vehicle. I also have an Isuzu pick up, this is Turbo so has no problem when cold. is your engine oil correct viscosity for cold weather?
It really depends on your opinion of witch one you like better.

The operating system is immaterial. It is the languages used that are important. If you are targeting a specific platform then it obviously makes sense to develop upon that platform, but for cross-platform programming it really makes no difference what operating system you use.
Mac OS X is better than Vista easily.Linux isn't really for the average consumer.
It really depends on what you want, Sony laptops are mainly for Windows operating system, and if you preferred to use Windows, then Sony is better, or else, choose a Mac.

The HTC One Series are smartphone models. They are really good and they use the Android Operating System which is really popular now and some say better than the iPhone.

Are we talking diesel fuel? #1 is lighter and often called winter diesel. #2 will gel up faster when it get really cold like -25 Celsius which is about -15 Fahrenheit.
