When NVN P4 Torpedo Boats attacked the destroyer USS Maddox in the Tonkin Gulf. This was a conventional military attack. This paved the way for US conventional forces to be deployed to RVN (Republic Vietnam).

However, it must be noted, that if a jet fighter suddenly darts from "out of the blue", firing it's cannons as it passes it's target, and keeps going, until it's gone...this too can be considered a form of guerrilla warfare...albeit "aerial guerrilla warfare." This was a common tactic deployed by the North Viet Air Force over the skies of North Vietnam during the war.

Therefore, even though conventional torpedo boats attacked a conventional US destroyer, on the open sea; by their very nature (torpedo boats) they did in fact conduct a surprise hit and run raid; which is guerrilla warfare.
