Guinea pig and I keep it in my garage with a cover over it's cage will that keep a draft out?

If the cage has wire walls it should stay inside. The reason why you can't just cover up the wire walls is that, even if the cage is spot cleaned daily, the gases from the urine and droppings will build up if the cage is not ventilated and will make the Guinea Pig sick. The cage will need ventilation, and car fumes may get into the cage from the cars in a garage (Which is also bad for your piggy) if there are openings in the cage. I don't recommend keeping it in the garage whether it has wire walls or not, and I personally think it would be best to keep it inside. I hope this answers your question.

That depends on the kind of cover and the type of cage. If it is a regular wire cage, you can place any breathable cloth over the cage. If you are talking about a plastic cover, the concern would be suffocation. Guinea pigs need to breath just like humans do, and if they are deprived of air they will die from suffocation. So be sure the cover is "breathable" meaning that it is a cloth through which air can pass through. Under those circumstances the cover will not harm the guinea pigs, but if you leave it covered for too long the guinea pig may become agitated or uneasy.

Guinea pig cages are fairly common. A person can find one at a local pet store, garage sales, Kijiji, or ask anyone in their family or circle of friends. Be sure that the cage is sturdy and kept clean.
