If you want to have sheep, you need to have at least 2 sub-villager boy farmers.
Here is a list of them, and how to unlock them.
Kipp: Have 4 or more chickens and/or chicks
Buck: Have 4 or more cows (Or sheep) at any age
Wayne: Use the mayonaise maker 100 times
Elison: Use the cheese maker 100 times
Fred: Use the yogurt maker 100 times
Kevin: Use the butter maker 100 times
Graham: Use the yarn maker 100 times
