Your 99 diesel will only start running when the block heater is plugged in because your glow plugs need replaced. The fuel is not reaching a high enough temperature to initiate compression.
try cleaning the battery terminals or new heater plugs the van normally takes longer than most to start
Ive got an STDT aswell that doesn't like starting on the morning. Try changing the glow plugs for some new ones because old glow plugs don't heat up enough.
it needs a boster bat on the opsit side conect black to black on both bats and red to red on both bats you should never have the problem again maybe the starter motor that was the problem i had for 11months
Are you sure its a warning light, and not just and indicator that the pre-heater is on. Diesel engines don't have spark plugs, so in cold weather they should be preheated to acheive combustion. The light will usually GO OUT when the heater is finished heating the engine, and it is ready to start.
If its a Diesel engine, it could the Heat Plugs - just had mine done and it starts like a dream! hope this helps.
