Have 1997 jeep wrangler with a 2.5L with a 4 lift and 33's is it normal for it to max out speed at 65 mph?

Yes, that's common with the 4 bangers. I have a '89 YJ with the 2.5L, 2in lift, 33" Mickeys, and a custom exhaust and intake and still have a hard time at 70mph
