I'm not sure that anyone has the authority to 'forgive' the Germans (or rather, the Nazis) for the Holocaust. (Obviously, individual survivors and their children can forgive as individuals; but they aren't in any position to forgive on behalf of others).
If you are asking whether all Jews the world over hate the Germans, the answer is no. In fact, in the last 15 years or so, about 100,000 Jews from former Soviet Union have chosen to settle in Germany. Moreover, Germans who were deprived of citizenship on racial and/or political grounds and their descendants can have their German citizenship restored on request. About 70,000 people - mainly descendants - have done so.
However, the Holocaust was committed by groups of individuals. Very few former death camp personnel were ever put on trial and practically none have apologized for anything.
If you mean something more along the lines: 'Do the Jews worldwide bear Germany a grudge for the Holocaust?' I think the answer is that most do not.
