Having failed smog test several times at a test only station my Honda Civic will not pass - i have made several repairs computer says catalytic converter is fine can anyone give me a suggestion?

I have a 1977 Honda Civic. When I had this problem I would clean out the carburetta. Eventually I changed the carburetta and it drove like a new car. Once, even with the new carburetta I had a problem of stalling at stop signs, the fix to this was to change a solenoid in the carb. I realize that the last point is not directly related to your problem but it cost less than $100, you might examine that all of its parts are working before buying an entirely new (or refurbished) carb. which is >> $100. If anyone, knows what the real problem is, let me know. I keep doing the things i see online here, but so far, the converter is still turning red. I have also paid for 2 dignostic test to find out, and because the test are by reading the information after i hold the OFF and WARMER BUTTON down. I still do not see what the main problem is.
