My 88 had this problem. It was the sub-zero starting assist valve located on the underside of the intake snorkel. I disconnected the hose, and plugged it up. Then I cleaned the antifreeze off of the spark plugs. The engine then started up with much white smoke. I live in a warm climate, so I ended up plugging up the brass tube with silicon gasket sealer, and disconnection the power to the reservoir pump.
