Probably needs a new light switch. If you jiggle the switch do they flicker?

If your headlights go out while you are driving, you can try switching to your high beams. When you get home, you can replace the bulbs.

If you are driving when this happens, try to locate the loose connection around the rear of head lamp. If it happens when you arn't in the vehicle when it blinks. Run don't walk to the nearest dealer for a trade in.
I am assuming what you mean is your interior lights and head lights are kinda blinking while your car is running. If this is the case go down to your local auto parts store and get your alternator tested. It is very possible that it is not pushing enough amps. If this is not the case you may have a short somewhere.
