Check the coolant level. My 2000 Ford Taurus has a constant flow cooling system and the heater will not work if the coolant level is too low.

You have a bad blower resister..............
If you are absolutely, positively sure that your coolant level is not low......then your heater core could be plugged. Or the control that turns the coolant flow on/off to the heater isn't working. Make sure the control is working, the flush the radiator. Should cure the problem.

You can't get it, unless you train a Pokemon to level 100. The highest level wild Pokemon is arceus which is lv80, and you need an event for that, but without and event you can only get an lv47 Dalgia/Palkia for the highest level wild Pokemon.

Could be because the coolant level is too low. With my car, it was Heater matrix clogged with radiator sealant. The workshop cleaned it and it's start working fine!
fan not working or coolant level too low or fins on radiator loose
