Behind the dash assembly, big job for the faint at heart.
your heater core is going out, you need to replace it before it ruptures.
Thermostat stuck open, clogged heater core, heater flow valve not functioning, or low of coolant.
To many steps to list here, would recomend purchasing a shop manual if you intend on replacing that heater core yourself.
Check the thermostat, also there could be a heater core issue...
It can be that your coolant level is low, your thermostat is stuck, the actuators are sticking...

Will a 1997 blazer what work on a 1999 blazer????? If your talking engine, transmission, or running gear than yes. It is all the same.

Try heater hoses.
Low coolant? Thermostat not opening? Heater core restricted or plugged? Heater core airbound? Water pump not circulating coolant? Temperature control not working?

Not a fun job. If your looking to replace the heater core it requires removal of the entire dash and steering columm. I would suggest purchasing a shop manual for that vehicle to help you step by step thru the job.
