It sounds like the blower resistor assembly is defective. All fan speeds except for
high go through resistors (that is what controls the speeds from low to high).
Number 4 is high and has the full 12 volts going to the fan.

Does it work on number 4 though? As mine does the same thing. And is due to the blower or something that needs looking at. Number 4 comes straight from the engine which is why it will work.
Mine stoped working on number 4 setting took it to Renault they sayed it will cost £542.98 pence.
If its the fan speed your talking about its likely that the speed controller on the fan is broken and had its days

there are a number of things that could be causing a no heat problem, theses are some things for you to check out. 1) check to make sure that the controls are working the vaccum part under the dash ( just move the switch from hot to cold) 2) a thermostat 3) radiator not flowing 4) heater control vavle 5) heater core stopped up 6) water pump
TIP my 97 4 cylinder rodeo heater not working for 3 days later i found out the WATER PUMP was messed up. the temp. gauge only reached 2/3 of the way up(not even on the red section) but it i blew a head.
You most likely will have a bad blower resister........
The only way is to run 3/4 to the heater. If the house is 3/4 this should have been done when it was installed. You should only reduce the size at the fixtures.
