Personally, after spending 5 weeks sudying this question, I think he was a gangster however this is a very open question. You all have an opinion and there is no possible way of proving he was or not. But there is evidence to back up an answer you might have.
Answer: Henry VII was a gangster, we see this because of the way he treats his henchmen and goes against people that do not support him as a king. He created many unfair laws and treated people dispicably, but gangsters now a days would be complety different to them before.
