This depends entirely on whether a person sees Hezbollah as a terrorist organization. Many Arabs do not hold this perspective, but nearly all Western countries do. The reason why Hezbollah survives and holds power in Lebanon is that its forces are actually larger and better entrenched than the national Lebanese Army. In order to prevent a civil war (that might even be lost) the Lebanese government has tried to prevent antagonizing Hezbollah.
