That hose is the drain. It can just end somewhere safe, below the motor and out of the way.
There should be a small screw in the bottom of the bowl on the side of a little spig (hose ) connection. You push a small hose on to it then put other end in a container and open the screw ( the screw does not need to be totally removed it should start draining after a couple of turns) and if that does not work you will have to take carb. off and remove the bowl. If you are going that far then you might as well clean the carb well it is out. Hope this helps.
dump as much as you can by lifting it and pouring it into a can to get rid of it. If it is a rider take to hose of the carb. and let drain into a pail. Then if it has a bowl on the bottom of the carb .take the nut off the bottom and let drain put back together and refill with fuel add a little carb cleaner to help get rid of any left inside.

Follow the bottom hose to the engine and bingo there it is

Usually any fuel leaking out of the carb like that would be an indication of a sticking or defective needle/seat and or float mechanismn. Clean thoroughly with carb cleaner and or rreplace needle/seat/float and bowl gasket.
The "dry" setting is 17.5mm +/- 1mm from the base of the carb gasket surface (without gasket) to the center of the float (furthest point from the pivot point of the float). The "wet" setting is 3mm below the gasket base of the float bowl. to accomplish this you fit a hose to the bowl drain and loop the open end to extend above the float bowl/carb surface. Open the drain screw and measure the fluid level from the bottom of the main carb body.
There should be a small brass screw on the bottom of bowl close to the drain hose see if it is opened. If no the rubber O ring on that screw has degraded and needs replaced
Carb float stuck down, needle stuck open. Pull carb apart and do a thorough cleaning. Pull the carb out, remove the bowl(larger part on bottom with 2? screws holding it in place. I don't know the details, but you should be able to get to the carb through the access panel under the seat. IU can't take the credit for this answer - I was looking elsewhere for the same problem and this was the answer everywhere basically. Anyway cred to 'Oldschool' from Provoscooter for the answer...
Adjust the float in the bottom of the carb.It is a trial and error adjustment, bend the tab for the pin little by little.do not mess with float height if was running ok before storing up sticky float or muck in carb are causesCheck to see if the screw on bottom of carb to drain the carb was left open from last fall's winterizing!
I really don't know about the dual carb set up but it generally starts in the valve cover and ends at the pcv valve which is screwed in the intake manifold. The pcv valve is under the carbs. If you look up from the bottom of the car there is a black box right next to the oil filter. There is a hose from the oil pan to the bottom of this black box. On the top of the box is another hose that connects from the black box to the engine. If you take off the top hose to the black box the pcv valve is mounted in the top of the box.
