Look for a loose belt. If the belt is okay, the radiator fan motor or relay may be At Fault.

Probably the switch on the brake pedal,
I suspect that the linkage between the gas pedal and the throttle is worn. Check the cable that connects the two.

There is not speedometer cable on a 1996 Honda Civic. There is a throttle cable. Top replace this unhook it from the throttle body and gas pedal. Hook on the new cable to snake it through the firewall. Properly hook the throttle cable to the gas pedal and throttle body.
On the U.S. 2004 Civic EX, if you put your foot on the gas pedal, it is above and to the right of your ankle. It looks like it is attached to the center console on my Civic EX.
