I dont think it has to be a certain age. Just try to get all of the stars on your foals stats.

To get your foal to graze, you have to wait until he or she is old enough, when he is trained, or when he has enough strength. I don't know for sure because I haven't been able to accomplish that yet. Try going to Ginger's house and go to the bookshelf and then look for horse grazing.
Sheep tend to eat the grass much closer to the ground than cattle do. As a result it takes the grazing pasture longer to recover. In the old days cattlemen thought the ground would never recover so they ran sheepherders off their grazing land.
