Pavement.
it is thermal convection because convection is the tranfer of energy through a liquid or gas.
It's the summer time and my heater blows out hot air when on off. What is going on? It is already hot because it's summer and this hot air coming from the vent's is horrible. It last about 3 to 5 min.
It means air that is hot that is going upwards.... What else could it possibly mean?

Walking on hot pavement would definitely be uncomfortable!

An example of rising could be a hot air balloon ascending into the sky. An example of falling could be a leaf drifting down from a tree in autumn.

The effect is due to light bending differently from 1 spot to the next & over time, due to varying index of refraction, due to varying air density, due to uneven heating (air becomes less dense the more it heats up), due to air movement & varying heat dissipating properties of different surfaces (i.e. asphalt vs. grass).
"shimmering " is either a present active participle or a gerund. As a particple: The shimmering waves sparkled in the moonlight. As a gerund: Shimmering can be produced by hot air rising from the pavement.

It usually gets from 40 degrees to somewhere in the 10's.
it depends on the hemisphere and what season. example: Northern hemisphere-(summer in the Southern) winter cold, Southern hemisphere-(winter in the Northern) summer hot
The air above the pavement is very hot and reflects light differently than cooler air making it appear as if there is water on the road.
