Normally you can get a prybar betwwen the CV joint and transmission, If you have a slide hammer, there is an attachment to make it easier.

Pull out the instrument cluster so that you can gain access to the ignition switch housing. With a hammer, tap (do not beat) the housing while you turn the key. Once the key is turned, it would be a good idea to remove the tumbler unit. You can start the car by pushing the tab to the switch housing while twisting the inner piece. replace inner tierod on '99 camray
In general, there are two possibilities. 1, remove the entire speedometer cable and housing, replacing it with a new one. 2, if the cable housing is still intact you can get an inner cable and just feed that through. Some of the inner cable kits can be difficult to cut to length so you may need to put it in, check for length then pull the inner cable out and follow the instructions for cutting it to length.
Hammer, anvil and stirrup
You'll have to remove the inner carpet inside the hatch behind the taillight, there is 2 nuts to remove before being able to pull out the whole housing, don't drop the nuts into the body of the car. There is a plug to remove that conencts to the lights housing before you pull it out. Then remove the housing, unclip the back of the light and on that pannels should be 2 lights. Remove the one you need and replace it.
Lift and support the vehical remove weel disconnect outer tie rod from the steering knuckle remove inner tie rod boot from the rack then remove the tabed lock washer then unscrew the inner tie rod from the rack with the correct tool or a big pair of channel locks and a hammer
