Even though anyone can open and work with the files stored in the Public Folder, you’ll still have to go through a set of permissions. Make sure you’re permitting the right person as any changes made will be reflected on your computer as well. On the other hand, when Public Folder sharing is disabled, only those users having a user account and password will work with the same.
The steps to enable the Public Folder sharing on your Windows PC are:

Many times Explorer will remove or disable the Folder Option in Tools but there is a way to deal with it. If Folder Options is disabled but Registry Editor is still working in your system, then you can enable Folder Options by editing Windows Registry.

I am not aware of any sharing access for individual Excel files (if someone reading this knows how to do this with Windows, please improve the answer). File sharing permissions are for giving access to folders, not individual files. If you are not able to change the sharing permissions on the folder in which you have the Excel file stored, move the file to a folder or drive without sharing permissions. Public folder sharing
If you want to use sharing you need to enable the feature. You need to enable it in the folder properties you want to share as well as in firewall settings.
One can enable the gpedit msc service by clicking on Start and typing C:\Windows\System32 and pressing OK. In the System 32 folder one can find services.msc file. One can enable from there.
Look in the Windows folder, it is in there.

It's the System folder. But if you are looking for windows/dos commands you'll find them in the Command folder
