I'm not sure, but i think the windstar (99) has two seprate computers, one is on the fire wall, and one is in front of hte passenger seat, under the glove boxthe pcm is under the wiper cover on the pass side i just replaced one.It is on the right-hand side and is only accessible from the engine bay. if you look at the plastic cover, you should see two notches towards the rear of the cover. insert a tiny screw driver or other prying device and gently pry down and to the opposite side of the cover, it should easily pop off. remove and replace the bulb, and put the cover back on.
