On the E150 (1996 is my model year), the TPS is mounted on the bottom of the throttle body. Usually you need to remove the throttle body to access the TPS.
check iac motor, or tps sensor for starters. check for tuneup.
TPS is always located on the throttle body. Even on vehicles equipped with rheostat throttles.
You didn't mention what year but the throttle position sensor (TPS) would be located on the throttle body.
