Symbian is the primary platform for mobile phones and PDAs. In a mobile phone coming with a pre built symbian OS you cant change it but you can uograde the firmware from the manfacturers site for performance improvements. For Ex: Nokia N73 comes with Symbian OS 9.2 where as the latest Nokia 5800 touch comes with Symbian OS 9.5. The basic UI is almost same for the different versions but performance ll vary.

It is not possible. I don't know which version of Symbian you mean, but Pocket PC is running some old version of Windows, Windows CE I guess but is is not possible to run Symbian apps on Pocket PC.
