You can buy a used air bag set from a reputable salvage yard. I recommend 43auto salvage in Joplin, Missouri. I know thwy sell good sets rather than refurbished sets. You will need to change the blown air bag or bags, the control module (usually located under the center console) and the clock spring under the steering wheel air bag if the steering wheel bag has been blown. On the corolla the steering wheel bags are held in by a 10mm headed bolt, one on each side of the steering wheel. To access the bolt head you will have to remove a small plastic cover on each back side of the steeing wheel. On some cars with steering wheel radio controls its behind the radio controls. The passenger side bag is removed by taking the glove box out and removing 4 10mm headed bolts, 2 on each side.
