The ECM on a 1999 Honda Accord is located under the hood. It is in front of the fuse and relay box.
A faulty ECM!!!
The ECM on mine (2.5L of that year) is to the right side of the battery, up against the frame, integrated with the air intake.
The ECM in a 1999 Mercury Sable is located on the inside of the vehicle on the passenger side. It is located under the kick plate.
It's actually located in the ECM (computer) of the car.
Resetting the ECM on a 1999 Subaru Forester requires the car to be off. Disconnect the negative battery terminal for t seconds and reconnect it. The computer will now be reset.
It's programmed into the ECM. You'd have to get a computer with the appropriate software for the engine and the connection, and change the ECM settings. If it's a company truck, you can expect the ECM to be password protected.
Not unless it's an electronically actuated PTO system which is run through the ECM. Which is a bit unlikely, as a 1999 MY truck predates SAE j1939 multiplexing.
