It's programmed into the ECM. You'd have to get a computer with the appropriate software for the engine and the connection, and change the ECM settings. If it's a company truck, you can expect the ECM to be password protected.

You take it to a Volvo Dealer and they plug in a laptop and reprogram some parameters on the ECU in the truck.
The speed controls are programmed into the engine ECM. If it's not your truck to do this with, the ECM is probably password protected.

If it's your truck do this with, and you're in a country where it's legal to do so, then you go to a service center with the software which corresponds to your engine (in N. America, Volvo trucks are currently available with Cummins or Volvo engines... Caterpillar and Detroit Diesel were also available in the past), and have them adjust the settings. If it's not your truck to do it with, you don't.
