You find a shop with the appropriate software for the engine ECM in your truck, and have them adjust it. If it isn't your truck to do this with, the ECM will be password protected, and you won't be able to.
Like I told the guy who wanted to know this about Sterling trucks, tampering with the governor on a fleet truck will get you fired. OTOH, if you bought the truck and it's still got the governor on it, just take it to the Volvo dealer and have them turn the speed up all the way. I wouldn't remove the governor; the next buyer might want it. But if you turn it up to about 85mph, it will do the same thing as taking it off.
Need to clarify what you mean here. Are you referring to power or speed?
It means you need to hook up to a computer with the Volvo software and pull codes.
If you have the double bunk sleeper, it should come up to about 12'6".
