You would first scan it to your computer using a scanner. It would then have to be uploaded to the internet and by changing the code in the webpage it can be displayed on the page. If you are just having to upload it to something like a social website or gallery, then you don't have to change any code. The website will have a facility to upload your scanned photo.

When you're viewing a picture on a webpage, right click and go to "Set As Background".
You cannot put a picture in the URL name. It is just a collection of keywords from keyboard.

This phenomena is called Caching of the webpage. You can see it by entering website URL in the Google search and then in right side of the Search engine result Page you will see cache written just click on it and you can see the last time Google cached your webpage .
