If, by EMR, you mean Emergency Medical Response, that is monitored by the organization that deploys you. If you're with a private organization that contracts to a civil dept. (like a Fire and REscue dept.) or a private entity (like a hospital), those organizations may monitor as well. How monitorind proceeds will be defined in the Policy and Procedures manual of the covered entity, if that's who you work for, or will be described under the Business Associate's Agreement (BAA) if you're contracted.
