Gerrymandering. Plain and simple gerrymandering!

Gerrymandering is the practice of changing congressional districts.

WHY? Many reasons, but two stand out.
1) For the benefit of all. When the decennial Census is conducted, new data is gathered about who lives where. Gerrymandering could be done to redraw congressional district lines to account for shifts in population. Otherwise, you'll have too many or too few funds going to the wrong places and the people that need the funds won't receive them!

2) But more likely it is for gain, whether honest or dishonest. If you are a Republican, wouldn't you want to draw district lines so that each district has the best possible Rep to Dem ratio? Or maybe put all the Dems in one district leaving the rest to Reps?

HOW? Gerrymandering is only something that can be done by certain individuals, whom I believe to be the State legislatures.
