As more men and women left for military service, the government faced a dire shortage of labour in all industries. Manpower was the term used for the human resources and labour needed to make the economy function properly. Women began stepping in; nevertheless, women could not provide the numbers needed, so in January 1942, the government formed the Directorate of manpower. The commission made priorities for the economy, and changed the composition of the workforce. But, as the attention was directed away from the "non-essential" products, shortages of goods noticeably increased. As a result, there was an extreme shortage in firewood, this lead to families turning to gas. This forced the government to ration gas. Along with the shortages of manpower, rationing of goods, like ingredients and everyday essentials came into place. Along with that, the Austerity Campaign was also introduced, it involved living a simple life in order for the government to utilise the saved income and promote the war economy. The message being sent out was, 'Save and Save Australia.' People had to plan their expenses for the year.
