They are trying to find people that survived first and then they will re-build everything!

A level-7 nuclear crisis is the most severe on the International Nuclear and Radiological Event Scale (INES). It denotes a major release of radioactive material with widespread health and environmental effects, requiring response at an international level. Examples include the 1986 Chernobyl disaster in Ukraine and the 2011 Fukushima Daiichi nuclear accident in Japan.
Japan has no nuclear weapons.
Yeah you are right this incident happen in GE lightning industry in Fukushima, Japan this year & it involved nuclear reactor which lead to heavy air pollution in Japan.
Japan was trying to develop weapons which could reach the US. balloon carrying fire bombs did reach the US but those didn't do much. The real deal was that Germany was trying to develop an atomic bomb but the US beat them. We don't have proof that Japan were trying to develop one. August 6 and 9 1945, Japan suffered the pain of the nuclear bombs.
Japan has nuclear power plants but no nuclear weapons
Japan was hit with an earthquake that measured 8.9 and was upgraded to 9.0. 30 minutes after the earthquake hit a tsunami hit Japan with waves measuring 30 feet tall in some places. Also a nuclear plant was damaged by the tsunami and Japan has had a nuclear crisis situation to deal with on top of everything else. Thousands of people have lost their lives and the number continues to grow.
Japan has a adapted to the fact that it is a population rich/power poor country by trying to get power from nuclear power plants that they are building.
In 2011, a devastating earthquake, the Great East Japan Earthquake, struck off the coast of Japan, causing a massive tsunami that resulted in widespread destruction and loss of life. The disaster also led to a nuclear accident at the Fukushima Daiichi nuclear power plant, further compounding the crisis. Recovery efforts have been ongoing since then.
