The File on your Hard-drive is copied then sent over though the ISP to the receiving IP then copied to the destination's designated Download location. For example this website. what you see comes from many different locations. You might not notice it, but the computer does and it has to know where.
Remember that you can't just give the files, you would have to first begin a call (trasmit) and the person being called must receive.
It's also why some times you get a error saying "this connection has timed out" because the computer responding the call didn't send back a responce before a set amount of time.
Everything in internet is sent as 0s and 1s. Network layer operates with packets but then it passes packets to the Data layer which creates frames, and then frames are passes to the Physical layer which creates 0s and 1s based on received frames.
