In my opinion they are not better.
Over the life span of the car it will cause much much more enviromental harm than a normal car that gets 20% worse fuel milage.
This is due to the damage caused by mining, and manufactureing of the Batteries and rtelated drive components.
But they do get better fuel economy, particularly driving in the city and that is what people see as the advantage.

It depends what you mean by better. Performance wise, certainly not. Fuel economy, slightly so. Price, no.
From the research I have done the price for a hybrid car ranges anywhere from 15k to 17k but you can look around to see if you can't find a better price for the item.

They are far from "better" in some areas. They do save about 10% on gas over a similar sized auto. They are not cheaper to operate.
They get slightly better city mileage then conventional cars. They would help reduce foreign oil dependence if people drove them.
